How to set up Zoom Operator Connect for Microsoft Teams

Short answer

Zoom Operator Connect is a deployment, not a checkbox. Decide that Operator Connect is the architecture, connect the Microsoft Teams tenant in Zoom, add emergency addresses, acquire or allocate Zoom numbers to Operator Connect, assign those numbers in Teams admin center, then pilot. You need Zoom admin access, a Zoom for Microsoft Operator Connect Assignment license, Teams Phone licensing as Zoom currently documents, a supported country, and an emergency design. Zoom states SMS and fax are not available in native Operator Connect. This is not Direct Routing.

What are the requirements?

Zoom’s Operator Connect setup article lists:

Microsoft additionally requires Teams Only mode for users who will receive Operator Connect numbers, Teams Phone licenses, and a certified operator available in the countries you will deploy.

What are the documented limitations?

Zoom’s current Operator Connect article:

Do not design commercial Operator Connect into GCC High or DoD. Microsoft delivers Phone System there via Direct Routing.

This article does not claim Zoom currently renders in Microsoft’s live Operator Connect directory. Confirm the directory for your country before treating Zoom as the certified operator in Teams admin center.

What is the deployment sequence?

  1. Decide architecture. If you need SMS, fax, a customer SBC, or GCC High, stop. Those are other articles.
  2. Connect the Teams tenant in Zoom. Zoom web portal → Admin Center → Product configuration → Numbers → Operator Connect Integration → Add connection. Sign in with the Microsoft account that owns the tenant, name the tenant, save. Zoom says the connection shows pending, then active, in 5 to 30 minutes. Failed status: Retry, then Zoom Support.
  3. Add emergency addresses. Zoom: Product configuration → Numbers → Phone Numbers → Related Features → Operator connect emergency address. Zoom notes that outside the US and Canada the provisioned address is passed to emergency authorities; in the US and Canada it is a fallback if Teams does not send PIDF-LO. Virtual Service numbers do not support emergency calling.
  4. Acquire or allocate numbers. New numbers: Add Number → Get Number → Product Operator Connect, then country, type, and emergency address. Existing Zoom numbers: select numbers → Product → Operator Connect, then tenant, number type, emergency address. Bulk: Import → Update Operator Connect Number via CSV. Zoom: Microsoft may take up to 100 minutes to show a newly provisioned number in Teams admin center.
  5. Assign numbers in Teams admin center. Voice → Phone numbers → select number → Edit → assign the user. Zoom: the user may need to sign out and back in; US and Canadian users may be prompted to enable GPS for E911. Microsoft: enable the operator under Voice → Operator Connect if you are onboarding Operator Connect in the tenant for the first time.
  6. Pilot. Inbound and outbound PSTN, caller ID, emergency-address behaviour on a test number, voicemail, and a Teams sign-out/in. Do not port the main number as the first test.

Microsoft’s Configure Operator Connect article is the Teams-admin-center half: enable the operator, select countries, share contact information, then acquire or move numbers and assign them. Use it alongside Zoom’s article, not instead of it.

What comes after the pilot?

Calling rules, outbound country allow-lists, and Operator Connect reports live in the Zoom portal (KB0087617). Number ports, SKU true-up, and an SBC conversation are Wave 2. If the pilot fails because SMS or fax was a hidden requirement, you picked the wrong architecture — go back to Can Zoom Phone work with Microsoft Teams? rather than forcing Operator Connect to grow a feature Zoom says it does not have.

What do we need before setting up Zoom Operator Connect?

Zoom account owner or admin privileges, a Zoom for Microsoft Operator Connect Assignment license, a Microsoft Teams tenant with Teams Phone licensing as Zoom currently documents (E5, or E1/E3/Business plus Teams Phone Standard), Teams admin credentials, a supported country for number provisioning, and an emergency-address design.

Does Operator Connect include SMS and fax?

No. Zoom's setup article states that Microsoft Teams does not support all Zoom Phone features via Operator Connect, and gives SMS and fax as examples that are not available.

Where do we connect the Teams tenant?

In the Zoom web portal: Admin Center, Product configuration, Numbers, Operator Connect Integration, Add connection. Zoom says activation completes within 5 to 30 minutes.

Where are numbers assigned to users?

After Zoom provisions numbers to the tenant, assign them in the Microsoft Teams admin center under Voice, then Phone numbers. Zoom notes Microsoft may take up to 100 minutes to display a newly provisioned number.

Is this the same as setting up Zoom Phone Direct Routing?

No. Direct Routing is a different Microsoft PSTN model and a different Zoom article (KB0057686). Do not follow Operator Connect clicks for a Direct Routing design.
